In Singapore, on 19 May 2010, in reply to a parliamentary question from Halimah Yacob, the Ministry of Health explained that every invasive procedure carries an infection risk, which proper infection control can eliminate. Two hepatitis B cases linked to tattooing had been recorded in the 1970s; since those measures were enhanced, no reported case of a notifiable disease definitively linked to tattooing or body piercing had been received. The ministry was then reviewing overseas regulations, particularly to protect minors.

On 8 July 2019, in a written reply to Parliament, Home Affairs Minister K. Shanmugam stated that getting a tattoo is not an offence and that minors need no parental consent; the Women's Charter there defines a minor as someone under 21 who is unmarried and not widowed. He added that police had seen no evidence that tattoos lead to crime, and that his ministry saw no need to regulate the tattoo industry for now.
