In Soviet Estonia, tattoos were worn mostly by prisoners, but also by sailors, soldiers and many young people. Motifs had coded meanings: a cat meant a thief, a rose wrapped in barbed wire time spent in juvenile detention. In the Soviet army, unit tattoos were popular too.

A doctoral researcher at the University of Tartu, who works at the Estonian Literary Museum, spent six years gathering accounts from about 200 people for a book published at the end of 2025. He explains that because religion was forbidden, religious imagery became a form of opposition. A 1977 film shows the hostility of the time; today tattoos are increasingly seen as decoration.
