In Brazil, indigenous peoples were tattooing themselves before the colonists arrived. Later, sailors from Europe, North America and the Middle East spread tattooing in port cities, with anchors, hearts and initials. From at least the end of the 19th century, the crime pages of newspapers linked it to crime, and this image lasted more than a century.

In the 1970s, rockers, punks, hippies and surfers adopted tattooing as a sign of rebellion, and it spread across all layers of the population. Inks are governed by a resolution of the health agency Anvisa, RDC 55 of 2008. In 2014, Anvisa suspended fourteen unregistered ink brands.
