The Taipei Times (July 2000) described the Hsimenting district in Taipei, where a tattooist said tattoos were now "in" and where an aesthetic blending Western, traditional Chinese and Japanese designs was growing; the paper noted that tattooing in Taiwan was not licensed. In April 2025, TaiwanPlus reported that in Taiwan tattooing, long tied to gangs and temple festivals, had moved from a subculture to a widely accepted form of expression.
